CHAPTER ONE
BACKGROUND OF THE STUDY
1.0       Introduction
A local government is a form of public administration which is majority of contexts exist as the lowest tier of administration within a given state. Local government have contributed a lot to the development and provision and the management of land and landed properties with increase in economic, socio-political e.t.c (Ibrahim, 2005)
Nigeria has 774 local government area each local government area is administered by a local government council consisting of a chairman who is the Chief executives of the local government area and other elected members, who are referred to as councilors. Each of the area is further subdivided into wards with a minimum of ten and a maximum of fifteen for each area.
Local government play a vital role in the provision of real estate which is the allocation of land to developer, provision and maintenance of conveniences, refuse disposal, market stall and development control.
Egbeda local government and in the west by the Lagos-Ibadan express road. The local government currently has 4 urban political wards and seven rural wards covering a total of 136.83 km2. The headquarter is at Egbeda.
The local government activities are to take care of the provision of market, stalls, health services, educational services and other like infrastructural facilities to be used e.g public toilet, disposal, adequate security.
1.2       Statement of the problem
This research is to disclose the effort of Egbeda local government on real estate provision, identification of infrastructural facilities and services and all individual contribution
1.2.1    Research Question
a.         What are the benefit of provision of Egbeda local  government to Gbagi market
b.         How have they been managing and maintaining the provision.
1.3       Aim of the Study
The major aim of this study is to access the effort of Egbeda local government in the real estate provision of Gbagi market as a case study.
Objective of the study
a.       To identify the role of Egbeda local government in real estate provision of its rural area
b.      To ascertain the effort of inefficient administration on the operations of Egbeda local government, particularly as it relates to rural real estate provision.
c.       To suggest the strategies for effectives local government administration in Egbeda local government area.

1.4       Justification
At the end of this research project, it will make people to understand the major function of local government in real estate provision also it will make people to familiar with the feature and nature of Gbagi market
1.5       Scope of the study
The scope of this study is a research survey conducted in Egbeda local government area. This study is limited to the roles and provisions of Egbeda local government on real estate.  
1.6       Limitation of the Study
i.          Poor record keeping on market and other properties by local government staff.
ii.         Ignorance of respondents led to extra cost in convincing them to understanding the concept behind the research.
1.7.      The study Area
1.7.1    Historical background
Ibadan (Yoruba: Ibadan) I the capital of Oyo State, Nigeria and the populous city in the state, with a population of over 3 million. At the time of Nigeria’s independence in 1960, Ibadan was the largest and most populous city in the country, and the second most populous in Africa after Cairo. The city is on autonomous phenomenon, the exploration of whose historical, cultural economic. The physical setting of the city consist of ridges of hills.
Egbeda local government was carved out of Lagelu local government in 1989, with the administrative headquarters at Egbeda. Politically the local government is in the front line in Oyo State is a structure that has been in existence since 1961.
Egbeda local government is bounded in the east by Osun river, in the north by Lagelu local government in the south, by Ona-Ara local government in the west by Lagos – Ibadan express road. The local government currently had 4 urban political wards and 7 rural wards covering a total of 136.83 km2. The headquarters is at Egbeda. It has 40 primary schools, apart from several private nursery and primary schools. The most common factory and small scale industries are block making, saw mills and metal and steel works. There are also big factories such as Nigeria Breweries Plc., coco cola bottling company, bode foam, Atlantic carpet. Egbeda local government also has some Hotels and commercial shopping complex, new Gbagi (Bola Ige) international market. Youth village at Egbeda for youth development. Egbeda local government covers a land mass of 185.508m2 km with a population density of 1722 persons per square kilometers. The 2013 estimated population figure of a local government is put at 319388 people based on a growth rate of 3.2% using 2006 census figure. Nwuba, (2014) About half of the local government is rural in nature and suburb to Ibadan metropolis, subsistence farming is common among he people. The fertile soil and climate favoured the growing of maize, cassava, yams cocoa, oil palm vegetables and citrus fruit. Among the notable industrial located in the area are the Nigeria Breweries Plc., and the Atlantic, carpet, Ajoda New Town is also located in the local government area.


1.7.2    Geological location of the study area
The geological location of the study area is Egbeda, Oyo Nigeria, Africa geological co-ordinates are 70 221 011 North, 40 3B1 011 East and its original name (with diacritics) is Egbeda.
History of market in Ibadan
Ibadan came into existence in 1829, after the region was convulsed by extended inter tribal wars in the year, the victorious armies of the Ife, Ijebu, Oyo kingdoms camped at Ibadan and formed the nucleus of modern city, Ibadan is a place with a lot of population and market. Various market in Ibadan include Bodija market, Bola Ige International market, Old Dugbe market, Oje Market, Agbeni Market, Gbagi market. Each market in Ibadan has its own goods and services it offers and its quite famous for it. In Ibadan, a whole market can be designated to selling only food stuff. Other market is known for cloth and accessories. For example Gbagi market is a very large market that is very popular for the sale of clothe and native wears, such as Ankara. So before shopping in Ibadan, one has to know the specific market that contains the variety one is looking for.

The multi billion naira, new Gbgagi market in Ibadan has been renamed as Bola Ige international business complex by the Oyo State Government in honour of Sla in Attorney-General of the federation and minister of justice, chief James Ajibola Ige (SAN). New Gbagi market is situated on a very large portion of land Ife/ Alakia Airport road Ibadan. It was built by the former Oyo State Attorney – General of the federation and minister of Justice, Late Ajibola Ige (SAN) in 1982. He was the Governor between 1979-1983 but traders don’t move their until around 1991/1983 under the regime of Later major General Abdul Kareem Adisa as Military Governor of old Oyo State. Since its relocation form the location at Ogunpa to this present site the market has grown to become the city of its own, judging by the huge number of people who patronize in on a daily basis.
